I have the same problem. I found that you need to obtain three types of authentication in the United States: 1) notarized by a local notary; 2) certified by the Secretary of State of California; 3) certified by the Chinese Consulate. My problem is that the Chinese agency told me that I need to prove that my US passport and my old Chinese passport represent the same person. I don't know how to prove this.
