It seems to me that the only rational conclusion to these issues are probably because they're most likely severely understaffed, probably running the employees they do have ragged, most likely holding them responsible for performing multiple roles beyond that which they were hired for and leaving them without relief from other staff members say when they need to leave their post to assist a customer or simply cannot leave their post nor can they get anyone to assist the customer. I mean, it is Brockton (a poor city), which is a city that consists mostly of residents that rent their property as opposed to owning it, so that actual amount of customers they get is probably going to be considerably less than say the Quincy store, but that's not an excuse not to ensure your store is properly staffed. If you cannot keep the store properly staffed, they should probably consider closing that branch....
