Powercraft are allowed below the dam, on the Mystic River proper, all the way to Boston Harbor; subject to local restriction, such as no wake zones, and normal licensing. But no power craft are allowed above the dam, in Mystic Lake.
Never seen them so i think no. You may want to check with the DCR website or contact them to make sure. Theres no water access
