Appointment is not mandatory but it'll save you loads of time.
You may have to wait a week or more, much more, to get an appointment. They can process a replacement license quite quickly, they don't even have to take a photo. They did not evcen ask for identification because they already have a picture of you and all of your vital info. I was in and out in less than an hour
When trying to schedule an appointment, also try other DMV offices in the area.
