I have a question, are they allowed to kill an animal on street by way of choking it to death? If they are the humane society, shouldn't there be other measures they should have in place for animals they can't get under control?

NEVER! Any animal, by state standards must be put to sleep humanely and that is no where near humane! You go to jail for that!
