I just moved from NYC and my NY LICENSE EXPIRED 2-3 years ago. What will I need to renew it in CA? Do I have to do the whole thing over?

You will have to come in and apply but you can do your application online (keep your app confirmation). Bring your docs passport/birth cert, ssn, 2 proffs of residence (utility bill/bank statement etc) If your old state can fax over your driving record your test can be waved.
