I believe that you can order a short stack; which is two pancakes. Then you can spilt the order with 2 people.
The same reason McDonald's doesn't sell you one single french fry
Most people would not pay what 1 pancake would cost. If they did sell just one pancake, then you would ask, why do they charge so much for just one pancake?
We do sale cakes by the singles.
