Put it bluntly, Theresa answered the question. Even with parental consent, we will most likely not tattoo your hands/fingers. I won't tattoo your fingers, hands, or face if are not heavily tattooed. This is not only for the tattoos, but also for the piercings; even with parental consent, we will not perform adult piercings on minors (tongue is considered an adult piercing).
Legally, you have to be 16, even with parental consent (with a notarized Florida Department of Health authorization form). And yes, the artists there will work on fingers and hands, but any reputable artist will refuse to tattoo a minor's fingers and hands because it's a terrible idea. Find a better place for a tattoo, or wait until you're over 18 and can make your own stupid decisions.
