I am getting my fathers army pins soon, I want to put them on a jacket instead of just leaving them in a frame to collect dust. Would this be considered disrespectful? Since I wasn’t in the military myself. And if it’s okay, what type of jacket?

Usually they're displayed in a shadow box or other display 'box'. However, they can also be displayed on the period-correct 'dress' uniform, which would then be respectfully displayed itself (as opposed to being hung up in a closet, for example). Hope this helps!
