The Towers is an event venue. However, The Towers hosts public events, including free public tours, throughout the year. You can check the building's website or Facebook for scheduled public events. Tours specifically are offered on an irregular basis around private events and other commitments. Due to private events you cannot generally just stop by and tour the building.

Both of these. Tourism office downstairs is free. I don't know what they would say if you asked to see upstairs. I've been there a couple times. It's mostly just one long rectangular room with wood floors and a nice view.

There is an office of tourism directly under the towers...u could ask there

I believe the towers are used as a banquet facility I'm not exactly sure if you can just go in and look around I'm sorry I couldn't be of more help
