No, it's not. Many paths have tree roots, and it would be very uncomfortable to be pushed over them - and hard work for the pusher. Also, Osameqin currently has an explosion of ticks, so be sure to take precautions. I removed 28 ticks from my dog.
I would say maybe. Some sections are fine, some of it is muddy. It's not like a sidewalk or boardwalk. Depends on the wheelchair and strength of the person pushing it. Paths are wide enough for the most part.
