No. You can't set up a payment agreement with apple. You have to pay the full price no matter if it is a debit, credit cards or cash. The only credit you can apply is the one you do with them. And only works for the US territory residents with social security number excluding Puerto Rico.
You are asking for a payment plan which they do not have. You may consider looking at the various plans with phone service providers who may offer the phone on a plan with their phone service fee.
