If you don't have a food package what can you eat

Food from any restaurant in the park you are currently in. They have several options.

Yes you can eat anywhere but it is very expensive I recommend the dinning plan and if you never ate there up grading to the sit down meals they are great dining with the characters

If you mean the Disney Dining Plan, you can eat whatever you want! There's no food, snack, or restaurant that only takes Dining Plan points. Only get Disney Dining Plan if the cost makes sense for you (or if it's free)!
