No, the characters come out on balconies and in secluded areas of the park but it is at random times. There are also small cavalcades that come through Main Street. Those are also at random times.
Not while we were there in March but they did have character sighting which was super cool because we didn't expect it.

There is when the park opens but the characters are on a stage not shaking hands. They greet from afar.
