I was there in the evening. It was extremely crowded, loud and busy with adults. I haven't been there in the daytime so that might be more kid friendly.
Yes. The Lego store especially. This area is very family friendly. Just keep in mind it is a shopping plaza at its core with restaurants and entertainment woven in.
I was there with a 3 year old and he loved it! There is a carousel and a train ride. Not expensive to ride. There are street performers around - mostly live music, but occasionally a Disney event (we saw a Disney dance thing for kids with a DJ). My kid loved playing at the lego tables at the Lego store, especially building and racing lego cars to win a sticker! There are multiple Disney shops with lots of toys to browse. Plenty of food options for a family.
Plenty to do for kids 3 to 6 yrs. Once they see the World of Disney stores , you'll need your wallet.
Morning would be best otherwise it is seriously overcrowded.

Of course, Disney Springs have dining such as Trex restaurant, Rainforest and others for that age, and also shopping Lego and world of Disney where right outside they can play with the water splashing coming out from the ground.
