Can I use Disney's free transportation if I am NOT a guest? I want to know the POP and the ARTS and I think they give Disney Springs buses to the hotels.

The truth is not ..... but WHAT I OBSERVED, IS THAT WHEN YOU RISE TO THE BUSES OF DISNEY DO NOT ASK YOU IF SOS OR NOT GUEST OF THE HOTEL. So I do not think you have a problem.
