As a Veterinarian I can inform you that this will depend on the breed, size and degree of socialization that the owner has developed for the pet. Keep in mind that environments highly congested with people and obstacles are not best suited for untrained pets.
Its outdoors so i dont know how they would stop you, but i dont know what you would do with your dog if you wanted to go in any restaurants or shops
Pets are not allowed. With the exception of a service dog. I'm sure some people have brought a small dog. But I wouldn't want to be asked to leave.
