Most of Disney Springs is outside and many of the restaurants have outdoor seating. However, it's very crowded and it would be hard to walk a dog on a leash through much of it. I would assume you can't bring dogs inside the restaurants or shops, except for service dogs, of course.

Good question. I'm not 100%sure. But I did see some service dogs so I would assume they are. But I would go on the website or call customer service to be sure. Sorry hope that helps a little
