This is a shopping and dining area owned and operated by Disney but not one of the theme parks. There is no ticket needed to go there. Open air and you can wander around freely. There are some Disney shops. Think outdoor mall. Disney transportation is available to Disney Springs from the Disney World Resort hotels if you're staying in one of those.
