No, two years old and younger do not need masks. In fact any person with health or special needs are exempt from all mask policies in Florida and at all Disney owned properties.

I would call ahead to make sure. There pretty strict on the mask policy in the parks. Two years old should be fine but like I said, better to call ahead then find out here.
