Disney Springs is not technically a park but a very large shopping area. I would not take my dog as some stores would more than likely not admit non service dogs. It will be very hot so dog would probably be uncomfortable as will you after a while.

Disney springs is not a park, it's a public shopping and entertainment and restaurant venue, anyone can go there free, and yes you can take a dog in a stroller, butt sure about individual stores rules on dogs though

I seen some dogs in the park , but they had service dog vest on.

Not sure didn't see anyone. Most places allow service dogs and not pet. (I personally belive all dogs are service dogs but disney may not)
