to get into the Disney Springs yes it has a lot of bars restaurants and stores that you can check out but not to Universal or Disney parks with all the rides

Disney Springs is just a boardwalk with a bunch of shops, restaurants and food trucks. There is a parking garage that is free to park. Everything is more expensive then a regular place because it is Disney property. I have ate at quite a few restaurants there and never have I thought it was worth it and would not go back.
It is free , you can also enjoy a free ride in a boat.
It depends how long you go for , its advised to take a decent amount with you
