You cannot Fossil within the boundaries of the state park which ends at the banks of the Peace River which can be accessed from within the park. Paynes Creek is within the park boundary and cannot be fossiled. Per FL statute 62-d Nothing can be removed from a state park without being permitted through Florida rec and parks.
The Peace River runs thru there and you can look for ancient shark teeth in the river but no digging on land
