Call the city
Usually they lock the restrooms to keep vagrants from utilizing them as drug dens. In the past a homless man actually lived out of the bathrooms before being kicked out. In other cities peoppe have overdosed. Recently when I was last at Veteran's Park the bathroom was unlocked.
While i can't be sure of the official reason, i do know that at other parks, the young boys like to go in and decorate the restroom with spitballs and such. I know it has been an issue at Veteran's as well. I believe if you are local and have proof of residency, you can request a key to use while at the park. I'm not 100% sure of this for Veteran's park, but i know i went thru the process where i previously lived, in order to have restroom access at the local park there.
