It depends. It could be that you can inflate them no problem, you could need new Tubes or rim lining or both. Or worse case scenario you're looking at new tires which range from $20-$100+ a tire depending on whether quality matters to you.
Yes, they could totally rebuild your bike if you needed them to do that.
