As long as the dog is trained or is a service animal is completely fine. I recently saw two small dogs being carried around by their owners, and the employees working at the time were awwwing at how cute they are. So to answer, it depends on how big they are, and if they're a service animal or not.
I've never seen any dogs inside the store.
