This is a pretty loud restaurant, especially when every table is a birthday table. Could be romantic if you are not going for cozy but for each other, and something fun to do.
Not that I know of but they will sing happy birthday and being a desert foe birthdays
Honestly, I would call and ask. To me, if you had a window seat at night, the atmosphere would be nice.
