Yes Mr Guy is right on the money. It sucks true but it's used as a deterrent for non compliance.

It sounds like the $15 was your non-refundable 10% you put down on these items to take advantage of their lay away program. You stated you were late picking these items up, this means you violated the 30 day policy by not fully paying for these items within the agreed time. Therefore, you do not get your non refundable money back and you don't get the clothes because you never finished paying for them. They put the items back on the shelf to sell because the clothes are still new and TJ Maxx still owns them. So of course they would try to sell them. I hope this answers your questions.
