They are. Jefferson county here in Colorado has leash laws and several breeds are banned from certain areas. You may want to check into the rules regarding breed restrictions at the park (ie. Pit Bulls, Huskies, Rottweilers, German Shepards are all examples of breeds that tend to be restricted in some of the parts of Jefferson County...) There's also several waste bag and trash locations, so as always, please remember to be respectful and clean up after your pets.
