Building owner hired an un-licensed person to help rent out office spaces. This un-licensed person is made to advertise space, shows space to possible renters, negotiates rent, sings lease, and collects security deposits and rent. Is this legal?

It is very legal. Leasing agents like this do not need DRE license/
