The short answer is no. You can get through admission and the front door but you won't be able to get on any ships, unless you can spend some amount of time standing and do a little bit of walking on steps.

Not easily, no. You might be able to get up onto the main deck of the Battleship, and some of the smaller ships, but you won't be able to get around much. Probably not even in the interior spaces of the main deck, since the hatchways have a substantial lip.

If you want to tour the property and get close to the ships, you can do that in a wheelchair. For the most part, no this isn't an event that's easy to navigate if someone in your party uses a wheelchair or even a stroller.
