Are they open year round? Are do they close at some point? Also what are the restrictions due to covid and are the ships open or are the tours limited like the North Carolina to just the top deck

As far as I know they are open year round. Ships are open, there are no tours though - self guided free roaming. Standard mask and distancing. You should buy tickets ahead of time though.
