I don't see why not... It is a public park. It would have some nice scenery as a natural back drop for pictures.
As long as I've gone it's always been free to get in. Just double-checked the .gov site and it doesn't mention any entry fee
I recommend contacting DCR.
I am not Sure about a permit. Depending on the time of the year there is a fee to get in.
