You made a commitment to the puppy, move.

You couldn't have just moved there yesterday, so you knew the rules the landlord gave you...So, why did you bring a German Sheperd pup into your home??.. I'm sure the puppy is comfortable and attached by now, so you need to move!!.. If you give that puppy up you should never be able to own an animal again.
