Small children that can walk can go. You'd want to stay very close because this place is pretty popular and there's tons of children of all ages and a lot of times they don't watch out for others in their excitement.
Children that are steady on their feet can enjoy the place without much parental intervention. Younger children will need help from an adult to keep from constantly falling over as other children bounce by.
