I brought my younger brother who just turned 21 to this place because we heard good things, but he was denied entry because the guard said he was out of state, and had to be 25 to enter. Is this an actual law?

Due to stringent liquor laws many establishments choose to enforce this as a policy since it is hard for them to authenticate out of state ids
