Is the 10% less than utility rate off both supply and delivery charge?

Your allocated share of the solar farm earns you energy credits as it generates power. You purchase those credits at a 10% discount. I use a different company in another state and the discount is off the entire cost per Kwh. My actual discount over the past year and a half has been closer to 20%.
