Yes, it is mostly inside, but there are outside parts too, but none of the conference sessions were held outside. At the convention I was at they sometimes served lunch outside, and you could sit at tables or on the grass, but that was in March, and sometimes even then it was too hot, but they did hand out sunblock. There is also is a courtyard in the middle with a pool and placed to sit.
Yes the botanical garden and sculpture gardens are both located outside.
Only the garden/lunch area is outside. You can travel in halls almost everywhere.
You can get to most rooms from the inside.
