Entrance to the park is free (walking, cycling, by car) you can enjoy all areas (the zoo and some activities are paid) parking is free, you have the carousel (you can pay to use it) the temple of music and Its surroundings are free, the botoncito garden does have an entrance fee, the casino is normally for events but you can enjoy a nice day with the family for free on the large expanses of grass.

I was just there last month and I didn't have to pay an entrance fee. I'm sure there's a fee for the carousel or the swan boat rides.
