Thank you Philip Lucca for your response. I used to be on a USCG bouytender, (the Bittersweet, out of Woods Hole, MA) that worked bouys off Point Judith. I aim to check this restaurant out.

I'd say it's called the Coast Guard House because it belonged to the Coast Guard at one point but I'm not sure, go there and ask, I'm sure there's some history behind it. As far as a discount goes, I would say maybe if you were still serving they might give a small discount but while you're there you can* ask however the prices seemed pretty reasonable, food was very good and drinks were great and service was excellent! So enjoy and gl w discount!
