Normally it is 10 y/o. However, during COVID it has been raised to 14 y/o. Unless there are reasons for your child needing a card earlier (such as divorce of the parents). Your best bet would be to call the office if you have a specific scenario that would require an ID card for a child less than 14 y/o.
10 I believe. That was the age when I was a kid at least. But I think you can get early for specific reasons.
