I would assume so if it comes from the DMV. Sometimes they want a picture ID, in that case it would not work

If it's a legal temporary government issued ID like a temp driver's license it should be fine. If not then just enjoy the food without drinks! Anywhere you go will need an ID, with the exception being if you're quite obviously over 21 at the manager's discretion.
