Could i have a private party for about 16 people in the small room, but allow my guests to order what they want from regular menu, including drinks?

The small room seems big enough. You may want to call and ask.

You can if the guests are paying. It would be expensive if you are paying. We have used nice patio area and/or long table in the room off the bar area.
