Like Renee replied there does need to be a legal guardian with ID (no siblings unless legally implied). The cost of all the piercings depends on what you want but you can look up "Lulu's piercing prices" on Google and you should be able to find it!
You do Need a legal guardian present to show their license and sign the legal document.
