All the photos for this establishment seem to be of Latino food products. I am looking for a Vietnamese market which the name "Saigon Market" seems to imply. What kind of market is this?

Saigon market used to be owned by a vietnamese lady. She sold it to someone else. However, the store still sells the same Vietnamese fresh & dry products. It has expanded to included Latino products and a deli. There are the same Vietnamese people work there. If you want to explore another Vietnamese store, then go to Green Farm Market at corner of Rosecran and Van Ness.
