As David stated, the request for the ticket is free. DigAlert is fully funded by the utility members and not by any private taxes or state funds. DigAlert is a private corporation and not a public entity.
It cost the person who calls it nothing it's paid for by utility bills and tax dollars so technically everybody pays it but you don't have to pay it when you call it
