As David stated, the request for the ticket is free. DigAlert is fully funded by the utility members and not by any private taxes or state funds. DigAlert is a private corporation and not a public entity.
No DigAlert is a private corporation and the documents are not public record. However, records can be looked up for a small administrative fee. See digalert.org for more information.
The ticket is valid for 28 calendar days from the date it was issued. With that said, if for any reason the marks become unreasonable visible, you must cease excavation and request the members to re-mark the lines.
DigAlert does not do any locating, it is just a Notification Center to send out the utilities that own the underground line. With that said, sewer and storm drains that are gravity fed are not required under GC 4216 to be marked. Only if they are pressurized are they required to be marked. However, it is up to the utility member on if they will still mark these even if it isn't required. Some cities do and some do not.
There is no exact answer to this question. however, the closest answer I can tell you is that the law states the "tolerance zone" is 24 inches on either side of the actual buried line. If you are digging within the tolerance zone, you must hand expose the line.
