No you don't need to be a member to use the super coupons. You just need to give them your mailing address. Members get better deals though.
I do believe there are membership requirements to use certain coupons
Just google harbor frieght coupon and they csn scan coupons from your phone screen.
No you can use any coupon sent to you, or given to you. As a public citizen any person is able to use any coupon from Harbor Freight.
