When is happy hour? The website does a good Job at telling what the happy hour deals are but doesn’t list the times..

I didn't ask, but it was definitely not on Wednesday between 6-9:30

Happy hour starts no earlier then 10pm because that's when the computer registers that its happy hour so your not being charged regular price... its the machine not the employees as I've experienced last weekend.
