There unfortunately isn't going to be anywhere that you can rent dealership level scanner. Auto parts stores in CA are prohibited from renting out diagnostic equipment and you won't find a shop that will let you borrow their $5k+ scanner anywhere.
Your best bet is O'Rileys.
I am not sure if they rent equipment out.
